Sažetak | U mnogim zemljama zahvaćenim aktualnom globalnom krizom, uključujući i Republiku Hrvatsku, zapostavljalo se krizno komuniciranje i upravljanje te proaktivna ekonomska politika, a dugoročni je razvoj podređivan brzoj zaradi i pohlepnom bogaćenju. Aktualna globalna kriza snažno je razotkrila pohlepu, neznanje, konformizam, rizik, perspektivnu neodgovornost, tajno vladanje te manjak demokracije. Glavni uzrok kašnjenja ekonomskog razvoja Hrvatske u proteklih tridesetak godina između ostalog je i neodgovarajuća ekonomska politika. U tom periodu Hrvatska se suočila s ostvarivanjem nulte stope rasta društvenog proizvoda, padom industrijske proizvodnje i padom bruto domaćeg proizvoda. Globalna ekonomska i financijska kriza uzrokovala je preispitivanje vladajuće paradigme i vratila u žarište znanstvenih istraživanja „političku ekonomiju“ kao znanost koja spaja ekonomiju i politiku. Aktualnost političke ekonomije je još veća u tzv. Tranzicijskim ekonomijama koje se uz aktualnu globalnu i financijsku krizu moraju baviti i problemima brzog rasta svojih nacionalnih ekonomija te gospodarske konvergencije ekonomije Europske unije. Osnovni cilj tranzicije i ubrzanog razvoja je izgradnja novog ekonomskog sustava i novih društvenih odnosa, što je glavni predmet istraživanja političke ekonomije i ekonomske teorije. U političkoj ekonomiji radi se o posebnom spoju ekonomije i politike, što je izuzetno važno za ekonomski, ali i društveni razvitak Hrvatske u uvjetima ekonomske i financijske globalizacije te globalne krize koja je započela sredinom 2008. godine, a čije su se nepovoljne ekonomske, političke i socijalne posljedice u punom intenzitetu osjetile u Hrvatskoj tijekom 2010. godine. Aktualna kriza svjetskog kapitalističkog sustava je opomena, ali i poziv da se i o tome promisli na način koji se bitno razlikuje od neoliberalne koncepcije suvremenog razvoja. Time se otvara velik i nedovoljno istražen prostor za novu pluralnu i humanu političku ekonomiju koja je primjerena demokratskom i ekonomski razvijenom društvu. |
Sažetak (engleski) | In many countries affected by the current global crisis, including the Republic of Croatia, crisis communication and governance, as well as proactive economic policies, were neglected, and long-term development is subordinate to rapid and greedy enrichment. The current global crisis has strongly exposed greed, ignorance, conformity, risk, persistent irresponsibility, covert rule, and a lack of democracy. The main cause of the delay in Croatia's economic development over the past thirty years is, among other things, an inadequate economic policy. In that period, Croatia faced the achievement of the zero-growth rate of the social product, the decline in industrial production and the fall in gross domestic product. The global economic and financial crisis has caused the re-examination of the ruling paradigm and has returned to the focus of scientific research "political economy" as a science that connects economy and politics. The actuality of political economy is even greater in the so-called. Transitional economies that, with the current global and financial crisis, must also address the problems of rapid growth of their national economies and economic convergence of the European Union's economy. The main goal of transition and accelerated development is the construction of a new economic system and new social relations, which is the main subject of political economy research and economic theory. In the political economy, there is a special connection between economy and politics, which is extremely important for the economic, but also social development of Croatia in the conditions of economic and financial globalisation and the global crisis that began in mid-2008, and whose economic, political and economic disadvantages are unfavorable the social consequences in full intensity felt in Croatia during 2010. The current crisis of the world capitalist system is a warning as well as a call to think about it in a way that is fundamentally different from the neoliberal conception of modern development. This opens up a large and insufficiently explored space for a new plural and human political economy that is appropriate to a democratic and economically developed society. |
