Abstract | Projekti predstavljaju kompleksne organizacijske aktivnosti koje obuhvaćaju niz ciljno usmjerenih zadataka, za čije je izvođenje potrebno stvaranje privremene organizacijske jedinice. Ovi zadaci, poznati kao projektni rezultati, podložni su ograničenjima poput vremena, budžeta, ljudskih resursa, tehnoloških resursa i drugih faktora. Projektni kontroling predstavlja ključni proces upravljanja projektom, obuhvaćajući praćenje, analizu i kontrolu aktivnosti kako bi se osiguralo usklađivanje s planom, budžetom i postavljenim ciljevima. Ova studija istražuje koncept projektnog kontrolinga, njegovu važnost kao stručne podrške projektnom menadžmentu, te razgraničava odgovornosti između projektnog kontrolinga i projektnog menadžmenta. Cilj ovog rada bio je opisati ulogu, kao i instrumente kojima projektni kontroling osigurava transparentnost i savjetničku podršku voditelju projekta u procesu provedbe projekta te potom analizirati primjenu projektnog kontrolinga na primjeru pametnoga grada, uz analizu rizika koji su taj proces pratili. Radom se naglašava ključna uloga projektnog kontrolinga u osiguravanju transparentnosti i doprinosa postizanju ciljeva, posebno u aspektima vremena, troškova, učinkovitosti i upotrebljivosti. Metode i instrumenti projektnog kontrolinga detaljno su opisani, obuhvaćajući analize koristi/vrijednosti, profitabilnosti te statičke i dinamičke metode procjene. Pri tome, rad naglašava važnost kontrolinga u podršci tijekom svih faza projekta, uključujući i implementaciju pametnih gradova. Rizici u implementaciji pametnoga grada identificirani su kao tehnološki, sigurnosni, operativni, financijski, ekološki, socijalni, menadžerski te prirodni. Rad zaključuje potvrđivanjem hipoteze da učinkovita primjena projektnog kontrolinga pozitivno utječe na transparentnost i upravljanje rizicima u procesu provedbe projekta. Time se naglašava ključna uloga projektnog kontrolinga u pravovremenom prepoznavanju i upravljanju rizicima, pridonoseći uspješnoj provedbi projekata. |
Abstract (english) | Projects represent complex organizational activities that include a number of goal-oriented tasks, the execution of which requires the creation of a temporary organizational unit. These tasks, known as project deliverables, are subject to constraints such as time, budget, human resources, technology resources, and other factors. Project controlling represents the key process of project management, including monitoring, analysis and control of activities to ensure compliance with the plan, budget and set goals. This study explores the concept of project controlling, its importance as professional support for project management, and delimits the responsibilities between project controlling and project management. The aim of this work was to describe the role and instruments used by project controlling to ensure transparency and advisory support to the project manager in the project implementation process, and then to analyze the application of project controlling on the example of a smart city, along with an analysis of the risks accompanying that process. The paper emphasizes the key role of project controlling in ensuring transparency and contributing to the achievement of goals, especially in terms of time, costs, efficiency and usability. Project controlling methods and instruments are described in detail, including benefit/value analysis, profitability, and static and dynamic assessment methods. At the same time, the paper emphasizes the importance of controlling in support during all phases of the project, including the implementation of smart cities. Risks in the implementation of a smart city are identified as technological, security, operational, financial, environmental, social, managerial and natural. The paper concludes by confirming the hypothesis that the effective application of project controlling has a positive effect on transparency and risk management in the project implementation process. This emphasizes the key role of project controlling in the timely recognition and management of risks, contributing to the successful implementation of projects. |
